NORFOLK, Va., Oct. 22 (TodayViralUSA) — Virginia state Sen. L. Louise Lucas, one of the commonwealth’s most powerful Democrats, was charged Thursday with leading a criminal enterprise that federal prosecutors say trafficked large quantities of marijuana through her cannabis business and laundered the proceeds while she used her political influence to keep the operation out of reach of state regulators.
Lucas, 82, surrendered to authorities Thursday morning and made a brief appearance in federal court in Norfolk that afternoon, where she was released on her own recognizance, according to court records cited by the Associated Press. She left without answering questions from reporters.
A 45-page indictment
The indictment, returned by a federal grand jury in the Eastern District of Virginia last week and unsealed Thursday, charges Lucas and six co-defendants, including her daughters Lisa Lucas-Burke and Theresa Lucas-Lamb and her grandson Ryan Eichelberger. Lucas faces five of the eight counts, including conspiracy to distribute marijuana, money laundering, racketeering conspiracy, conspiracy to commit honest services fraud and maintaining a drug-involved premises, according to CBS News and the AP.
Prosecutors allege that since at least 2019 Lucas acted as the “leader of the enterprise,” directing the purchase and sale of more than 100 kilograms of illegal marijuana under the cover of The Cannabis Outlet, a Portsmouth shop she co-owns that purported to sell hemp products. Investigators made multiple controlled purchases there in 2024 and 2025, the indictment says.
The government also alleges that Lucas used her position as chair of the Senate Finance and Appropriations Committee to shape legislation and regulations that benefited the business, and that this year she worked to obtain a recreational marijuana license for a co-defendant on the understanding that she would share in the proceeds. FBI Director Kash Patel said she had accumulated nearly $5 million in “ill-gotten gains.”
Timing questioned
Attorney General Todd Blanche, who announced the charges alongside Patel in Norfolk, said Lucas “put her own financial interests before the people she was elected to serve.” He rejected concerns about bringing the case less than two weeks before the midterm elections, noting that Lucas is not on the ballot and saying there was “nothing improper” about the timing.
The charges follow a May search of Lucas’ Portsmouth office and the cannabis shop. At the time, Lucas, a vocal critic of President Donald Trump who played a central role in the state’s redistricting push, described the search as an attempt to intimidate her. A source told CBS News the investigation began during the Biden administration.
A fixture in Richmond
Lucas, the Senate president pro tempore, has served in the General Assembly for more than three decades and has been a leading champion of marijuana legalization. Possession has been legal in Virginia since 2021, but regulated recreational sales are not scheduled to begin until July 2027. An arraignment is set for next month.
